Officers from the Riverside County Sheriff’s Department responded to a calls of a disturbance at a residence in the 1700 block Hillside Avenue at 4:11am.

But by the time they arrived, Otto had already fled the scene in the same car he’d arrived in, a silver Volvo Sedan, after his purported vehicle theft attempt was unsuccessful.

Otto’s vehicle came to a stop on Hammer Avenue, south of First Street, where he was detained without incident and transported to a nearby hospital to be evaluated.
